The CCME organizes a conference on the mobility of scientific skills

The Council of the Moroccan Community Abroad (CCME) held a conference on Wednesday, April 23, 2025, at the International Book and Publishing Fair (SIEL) in Rabat, on the theme “education, teaching, research, and skills mobility.” The panel included Jamal Bouoiyour, a professor at the University of Pau and Pays de l’Adour (UPPA), Mohammed Benlahssen, a quantum physics professor and former president of the University of Picardie Jules Verne, Rachid Guerjouma, an acoustics professor and former president of the University of Le Mans, and Abdelmounim Belalia, a strategy professor and General Director of Mundiapolis University. The debate was moderated by Mohamed Metalsi, a writer, urban planner, and UNESCO expert on heritage.

The challenges of migration and mobility are multifaceted, encompassing human, social, and economic development in countries of origin, transit, and destination, as well as ethical, legal, and political issues. Given advancements in technology and education systems, these challenges are central to interdisciplinary research and Moroccan public policies.

Jamal Bouoiyour, an economist and migration specialist, presented findings from his work on the economic contributions of the diaspora, emphasizing the importance of leveraging diaspora skills to address stagnation in certain economic indicators and exploring how to capitalize on these competencies.

For Bouoiyour, the first step is identifying Morocco’s needs and assessing the capacity of the Moroccan economy to absorb these skills, starting with accurate statistical data on Moroccan migrants. He also highlighted the need to consider the specificities of different segments of the Moroccan community and the evolving mindsets across generations, calling for practical proposals to encourage Moroccan talents to participate in projects in their country of origin. He underscored the importance of cultural attachment, a focus of the CCME since its inception, as the only solid and enduring factor connecting the community to its roots.
