Symposium: Morocco’s stand on migration and asylum

Monday, 30 March 2015

An information and awareness day on the international commitments of Morocco on migration and asylum was held Friday in Oujda, with the participation of researchers, civil society actors, representatives of government departments and local authorities.

This meeting is part of the cooperation project between the Interministerial Delegation for Human Rights (IHRL) and the United Nations Development Programme (UNDP) in Morocco with aim to include human rights in public policy.

This event is to enable local stakeholders to understand the international mechanisms of human rights on migration and asylum, and promote exchange with local actors on monitoring recommendations related to migration and asylum.

Speaking on the occasion, the director of the coordination and promotion of human rights within the IHRL Abdelaziz Karraky, focused on the structural reform process initiated by the Kingdom for years and on the achievements in the promotion and protection of human rights.

Mr. Karraky also reviewed the three axes of the proposed inter-ministerial delegation, developed through a participatory approach for the integration of human rights into public policies, with the support of the program United Nations Development Programme (UNDP).

These areas concern the monitoring of the implementation of the recommendations of the global periodic exposure mechanism, the establishment and strengthening of an observation and evaluation system for integration these rights in public policies, in addition to building the capacity of actors working in the area of monitoring and the implementation of these recommendations in three experimental regions (Oriental, Marrakech-Tansift-El Haouz and Souss-Massa-Draa).

For his part, the President of the Regional Commission for Human Rights Oujda-Figuig, Mohamed Amarti, stressed that this day of communication in the wake of a comprehensive reform process is based on the firm and irreversible commitment from Morocco to build a democratic state by placing the strengthening of freedoms and fundamental rights at the center of its concerns.

The situation of migrants in Morocco takes place in the agenda of the National Council for Human Rights (CNDH) to the extent that it advocates strengthening the legal framework and public policies that guarantee the rights of vulnerable groups, especially people with special needs, children, the elderly and refugees, he added.

He also stressed that the NHRC calls for accelerating the pace of bills approval relating to asylum and the fight against trafficking in human beings and to prepare a draft law on the migration, while promoting the systematic involvement of civil society.

The head of the delegation of the International Organization for Migration (IOM) and representative of the UN Agencies in Morocco, Ana Fonseca, has in turn highlighted the importance of this meeting for communication and consultation with local stakeholders which will allow them to assimilate the international mechanisms of human rights related to migration and asylum.
