France: Publication of immigration figures for 2025

The Directorate General for Foreigners in France (DGEF) (Ministry of the Interior) published provisional immigration figures for 2025 on Tuesday, January 27, 2026. According to this document, the number of first-time residence permits issued by the authorities to foreigners in 2025 was approximately 350,000 new permits, an increase of 11% compared to 2024. Moroccan nationals topped the list of foreigners obtaining new residence permits, with a total of 36,100 new permits, a slight decrease compared to the number of permits issued to Moroccans in 2024 (36,962 permits). This decrease affected the various Maghreb communities, unlike nationals of other countries, particularly Ukraine (+310%). Statistics

 

European Union: Commission Adopts New Anti-Racism Strategy

On January 20, 2026, the European Commission adopted a new EU anti-racism strategy. According to the latest Eurobarometer survey on discrimination, nearly two out of three citizens believe that racial discrimination remains a widespread problem. This strategy aims to combat all forms of racism, including anti-Black racism, anti-Roma sentiment, anti-Semitism, anti-Asian racism, and anti-Muslim hatred.


France: Racism at the University

The journal Marronnages highlights the persistence of racism at the university, a space dominated by white people. A special issue entitled "Racism at the University" presents a series of investigations to objectively document the discrimination at work in the academic world, considered essential for developing truly effective equality policies. Spain: Exceptional Regularization of 500,000 People

The Spanish government approved, during the Council of Ministers meeting on Tuesday, January 27, 2026, a measure to regularize the status of 500,000 foreigners residing in Spain. This measure will be implemented by royal decree, the result of a political agreement between the government of Mr. Pedro Sánchez and the left-wing Podemos party. Read more


Spain: Moroccans lead the way among foreign nationals affiliated with Spanish social security

Of the more than 800,000 foreign nationals affiliated with the Spanish social security system, Morocco leads with 373,436 contributing workers. It is followed by Romania (336,530), Colombia (250,248), Venezuela (215,735), Italy (204,700), China (128,113), Peru (101,144), and Ukraine (78,456). Read more


Spain: Employment and Circular Migration Decree 2026

The Ministry of Inclusion, Social Security and Migration has approved the decree on the collective management of recruitment at origin (GECCO) for 2026, a decree concerning the hiring of foreign nationals in their country of origin and circular migration. Read more


75 Years of Discourse on Migration: UK vs. US

A computer analysis spanning 75 years compares discourse on migrants in the British Parliament and the US Congress. While the American discourse has become increasingly polarized, British parliamentary positions remain relatively homogeneous, with the Labour-Conservative divide narrowing by 2025. The study shows a rise in security narratives (border control, illegal immigration) and a decline in social integration narratives, as discussions gradually shift from national law to international issues and human rights. Read more


Study: The Impact of Electoral Systems on Immigration

A study highlights the crucial role of electoral systems in shaping immigration policies. Simple majority systems facilitate the rise of anti-immigration candidates and lead to more restrictive policies. Conversely, the requirement of an absolute majority encourages the formation of more moderate coalitions, associated with more open immigration policies. Read more


Study: Urban Dynamics and Spatial Segregation of Immigrants in Europe

This study analyses residential segregation between immigrants and native-born populations in European urban areas and the associated structural factors. Using harmonized census data from 2021-2022, the study measures segregation in 717 urban areas across 30 European countries. Read more

Football and Identity Politics

CCME and the Center for Migration Policy and Society (COMPAS) at the University of Oxford held a roundtable discussion on Thursday, January 15, 2026, at the CCME headquarters, entitled “Home ties: Identity Politics and International Football,” on the sidelines of the Africa Cup of Nations. The meeting explored football as a privileged arena for identity politics, where questions of nationality, belonging, diasporic engagement, and postcolonial legacy intersect.


The CCME Supports the 3rd Amazigh New Year Celebration in Poissy

On January 17, 2026, Driss El Yazami, President of the CCME, participated in the 3rd Amazigh New Year celebration (Yennayer 2976/2026), organized by the Franco-Moroccan Collective of Île-de-France with the support of the CCME. The evening brought together leading figures of Moroccan Amazigh music and Ahwach, representing different regions of the Kingdom, including the Oudaden Group from Souss, Karima Gouit, Moustapha Oumguil, Ahidous dancers, Lahcen Ajmaa, Atmane Azoulid, Abd O’Tata, as well as Jamal Imzwarn, a young talent residing in France.

The ceremony brought together numerous political, cultural, and community figures, including Her Excellency the Ambassador of the Kingdom of Morocco to France, Ms. Samira Sitail; the Consul General of the Kingdom of Morocco in Mantes-la-Jolie, Mr. Mustapha El Bouazzaoui; and the mayors of Poissy and Carrières-sous-Poissy, Ms. Sandrine Dos Santos and Mr. Eddie Aït. Also present were the members of parliament for Yvelines, Ms. Dyenaba Diop and Mr. Karl Olive, and the Deputy Managing Director of Attijariwafa Bank Europe, Mr. Karim Kasri, as well as numerous local elected officials and representatives of Moroccan associations in France.

 

CCME: Training Session on Archives

In accordance with the provisions of Law 69-99 concerning archives, a training session for CCME employees was held on Monday, January 26, 2026.


The program covered the importance of archives for the rule of law, a country's history and memory, and the legal framework governing archives in Morocco. It should be noted that the CCME was one of the first national institutions to deposit its archives, with an initial batch of 80 archive boxes (representing 12 linear meters) handed over to the National Archives of Morocco on July 26, 2022.


Habilitation Defence: De-Westernizing the Sociology of Migration 

Mr. Driss El Yazami, President of the CCME, attended the Habilitation defense (HDR) of Mr. Mustapha El Miri, Senior Lecturer in Sociology. This defence, held on January 23, 2026, at Migrinter at the University of Poitiers, was entitled: “Liberating the Cosmopolitan from the Figure of the Migrant and the Immigrant: Towards a De-Westernizing of the Sociology of Migration.” (Libérer le cosmopolite de la figure du migrant et de l’immigré : pour une désoccidentalisation de la sociologie des migrations).

Contribution by Mr. Driss El Yazami on the theme: “Models of diaspora representation in Europe: perspectives and experiences of the Moroccan community abroad,” presented at the ACLI/EZA International Seminar entitled “Protection of Mobile Workers: Rights and Forms of Representation.” This event is organized with the support of the European Commission and the European Centre for Workers’ Issues, in cooperation with Patronato ACLI, the Pace Sviluppo Innovazione Institute (IPSIA ACLI), and the ACLI National Institute for Vocational Training (ENAIP Nazionale).
